Estonian authorities accused one of Russia’s spy agencies of organizing acts of vandalism, including smashing the interior minister’s car windows last year.
The Baltic country’s domestic intelligence service said on Thursday that 11 men involved in those incidents were acting on the orders of the GRU, Russia’s foreign military intelligence service. The individuals include three men who have been imprisoned on espionage charges and two more who have been declared fugitives and are now believed to be in Russia.
