The Bahamas is one of 18 countries in Latin America and the Caribbean to make up the newly-formed Alliance for Security, Justice and Development with a goal of addressing organized crime.
The initiative, which is being promoted by the Inter-American Development Bank (IDB), was launched at the Regional Security and Justice Summit last week in Bridgetown, Barbados.
The IDB said it will bring together governments, multilateral organizations, and civil society to “promote evidence-based policies and concrete actions”.
It noted that the alliance will take a three pillar approach – protecting vulnerable populations, strengthening security and justice institutions, and reducing illicit markets and financial flows – and will be guided by a steering committee and three technical working groups.
The IDB said the groups are “already advancing targeted initiatives, including curbing violence and trafficking in at-risk communities, enhancing security systems through technology and collaboration, and curbing illicit markets with advanced tools and coordination”.
Other countries making up the alliance include: Argentina, Barbados, Belize, Brazil, Chile, Costa Rica, Dominican Republic, Ecuador, Guatemala, Guyana, Honduras, Jamaica, Panamá, Paraguay, Perú, Suriname and Uruguay.
Ecuador will hold the first pro tempore presidency of the Alliance, with the IDB serving as Technical Secretariat, “providing strategic support and contributing to mobilizing resources and scaling up effective interventions”.
IDB President Ilan Goldfajn said, “Enhanced collaboration is critical to protect communities, strengthen institutions and capabilities and disincentivize illicit activities across the region.
“The Alliance for Security, Justice, and Development will enable strategic partnerships and resource mobilization, essential to amplify the impact of our countries’ efforts in addressing organized crime.”
The alliance has the participation of 11 organizations, including the Organization of American States (OAS), the International Criminal Police Organization (INTERPOL), the World Bank, CAF (Development Bank of Latin America and the Caribbean), the Caribbean Development Bank, Caricom IMPACS, the Global Initiative Against Transnational Organized Crime (GI-TOC), the Pan American Development Foundation (PADF), the United Nations Development Programme (UNDP), Regional Security System (RSS), and the Italo-Latin American Institute (IILA).
The IDB said its participation signals a “strengthened regional and global commitment and showcasing broad, multisectoral support for this initiative”.
