Moscow Businessman Linked to 2004 Murder of Ex-Government Official After Arrest in Organized Crime Investigation

Moscow law enforcement has detained businessman Ibragim Suleimanov on allegations of being involved in the 2004 assassination of Georgy Tal, the former head of the now-defunct Federal Service for Financial Recovery and Bankruptcy, as reported by state media on Friday.

Tal was seriously injured in downtown Moscow and succumbed to his injuries in the hospital in April 2004.

Suleimanov’s arrest occurred on Thursday after the suspected shooter, recognized as Abakar D. and said to lead a criminal organization from Dagestan, provided testimony against him.

It was reported that Abakar D. died of heart failure while in police custody following his statement.

Russian investigative agencies have yet to release a statement regarding the arrest.

In 2004, Suleimanov received a sentence of 10.5 years for fraud and money laundering, and he was paroled in 2015.

State-owned TASS news agency and the pro-Kremlin newspaper Izvestia label him as a billionaire, although no independent sources have verified Suleimanov’s wealth.

Investigative outlets have identified Suleimanov and his son Rasul as the owners of Sirena-Travel, a prominent IT firm specializing in booking and digital solutions for the aviation industry, which includes the Leonardo reservation system that accounts for 80% of ticket sales in Russia.
